CHAPEL
HILL -- From managers of large apartment communities to homeowners
with rooms over their garages, all town landlords will have
to have a license to rent come January. "This ordinance
provides a very important tool for communication that is missing
right now," said Ruby Sinreich, a former renter and now
a homeowner in Northside. "It will improve neighborhoods
all across Chapel Hill." The rental licensing program

HILL -- Tony Lindsey likes living on a tree-lined street in
downtown Chapel Hill, just a short walk from the oldest public
university in the country. But there are times when the physician
and his wife, who also is a physician, are awakened in the early
morning by pulsing music and noise coming from rental properties

HILL -- Landlords could soon be added to the list of people
-- drivers, hunters, doctors, etc. -- who need licenses to operate
in Chapel Hill. After almost two years of discussing a rental
licensing program, the Town Council will hold a public forum
on the proposal at 7 p.m. Wednesday at Town Hall and may vote
on the plan in February. "It's going to do a lot for students

HILL -- Chris Marthinson, like many landlords in Chapel Hill,
hears periodic complaints about noisy students and the hubbub
they create in the early morning while others try to sleep.
On the occasional Friday, he says, he even gets gripes about
